In Pakistan, lodging is a provincial matter. In Punjab, the Information of Temporary Residents law treats a guest house like a hotel: the owner or manager checks each guest's CNIC or passport and gives the guest's details, with a copy of the ID, to the police within three hours of check-in, and a flat let as a temporary home is reported within 48 hours of handing over the keys. Punjab's police also ask guest houses to log guests on their Hotel Eye system. Licensing of guest houses and homestays is done by each province's tourism department. Mekavo Stay keeps every stay with its check-in time and guests, ready for that report.
Mekavo is software, not an authority. The police report is yours to make, under the Punjab Information of Temporary Residents Act 2015 and the similar laws of other provinces and Islamabad; knowingly breaking it can mean prison and a fine. Ask your provincial tourism department — in Gilgit-Baltistan, Khyber Pakhtunkhwa or Punjab — whether your guest house or homestay needs a licence.
