We looked at what those fleets were doing day to day: paper trip inspections clipped to clipboards, WhatsApp photos of defects, a spreadsheet for CVOR records, a binder with insurance slips and pink-coloured registration papers. Provincial safety by willpower and good habits. One MTO audit or roadside inspection away from a CVOR downgrade. We thought that was wrong.
