Operators must ensure roadworthy condition daily; the periodic test (Fahas / Tahaqaq) covers formal aptitude. OPERATOR LICENCE SUSPENSION / VEHICLE IMPOUND

Roadside enforcement detecting Istimara lapse, expired periodic test or critical mechanical defect leads to immediate vehicle impound. TGA can suspend the operator licence after repeated infractions. Saher fines accumulate on the operator record and affect Vision 2030 procurement eligibility.

In MHRSD investigations and post-incident civil claims, the demand is documented daily inspection paired with maintenance records. A logbook filled in after the fact does not satisfy the test. A SHA-256-sealed entry with EXIF-bound photos and OTP-verified driver identity does — and re-verification is independent of the operator.
