Built for the regulators HK fleet operators actually deal with

A Transport Department vehicle examination, a Labour Department workplace inspection after a vehicle incident, an Inland Revenue audit on commercial vehicle operating expense — they all want the same thing: tamper-evident proof of vehicle condition and driver assignment. Mekavo seals each record at the moment of capture.

TD
Transport Department

Vehicle registration and licensing, Public Light Bus permits, taxi licensing, and the periodic vehicle examination regime via designated examination centres.

LD
Labour Department

Occupational Safety and Health Ordinance (Cap 509) enforcement, including vehicle operations at workplaces. Investigations follow workplace vehicle incidents and personal liability follows under §6 / §8.

EPD
Environmental Protection Department

Air Pollution Control (Vehicle Design Standards) Regulations, idling-engine prohibition, emissions testing for commercial diesel vehicles. Records relevant to enforcement.

HKPF
Hong Kong Police Force

Roadside enforcement, commercial vehicle stops, demerit points administration. Maintenance and inspection records are admissible evidence in defence of charges.

IRD
Inland Revenue Department

Profits Tax audit, capital allowance and operating expense for fleet vehicles, fringe benefit assessment. Fleet records form part of the IRD audit trail.

Daily pre-trip inspection + Vehicle Examination (TD + Cap 509 OSH)

Operators must ensure roadworthy condition before each trip; TD vehicle examination covers periodic aptitude. Mekavo seals each pre-trip with photos, geolocation, mileage and driver identity at the moment of submission — independently verifiable by TD, LD or court-appointed experts without trusting the operator.

VEHICLE LICENCE SUSPENSION / OSH PROSECUTION

A failed examination or critical roadside defect can suspend the vehicle licence pending rectification. An OSH prosecution under Cap 509 §6 / §8 carries personal liability for officers — and a workplace vehicle incident with no documented pre-trip regime is exactly the failure pattern the LD looks for.

In LD investigations and post-incident litigation, the standard demand is the pre-trip inspection log paired with the maintenance schedule. A document edited after the fact does not survive cross-examination. A SHA-256-sealed entry with EXIF-bound photos and OTP-verified driver does — and re-verification is independent of the operator.
