UNRA can suspend operator permits after repeated infractions. MGLSD investigations after a workplace vehicle incident can result in personal liability for company officers under OSHA 2006.

In MGLSD investigations and post-incident civil claims at the Ugandan courts, the standard demand is the pre-trip inspection log paired with maintenance records. A logbook filled in after the fact does not satisfy the test. A SHA-256-sealed entry with EXIF-bound photos and OTP-verified driver identity does — and re-verification is independent of the operator.
