National Heavy Vehicle Regulator

Administers the Heavy Vehicle National Law (HVNL) across NSW, VIC, QLD, SA, TAS and ACT — Chain of Responsibility, Fatigue, Mass/Dimension/Loading, and Vehicle Standards.

NHVAS
National Heavy Vehicle Accreditation Scheme

Voluntary accreditation across Maintenance Management, Mass Management and Basic/Advanced Fatigue. NHVAS members must be able to demonstrate documented systems that work — a lapse in evidence can mean removal.

Daily Pre-start (HVNL §60 / WHS) — Chain of Responsibility

Every party to a transport activity has a primary duty under HVNL to ensure safety so far as is reasonably practicable. A pre-start inspection that wasn't done — or can't be proved was done — is the gap a CoR investigation walks through. Mekavo seals each pre-start at the moment of completion: driver identity, photos, geolocation, mileage. Cannot be back-filled.

CHAIN OF RESPONSIBILITY PROSECUTION

Under HVNL §26C-26F, executive officers can be personally prosecuted when their company breaches CoR — not the truck driver. A maintenance defect that contributed to an incident, with no documented pre-start regime, becomes a personal liability for the manager, the scheduler, sometimes the consignor.

NHVR investigators and plaintiff's lawyers in CoR matters routinely demand pre-start books and maintenance schedules. A spreadsheet that could have been edited yesterday doesn't survive cross-examination. A SHA-256-sealed pre-start with EXIF-bound photos and OTP-verified driver does — and the seal can be re-verified by the regulator without trusting the operator.
